RICHLAND COUNTY JUNIOR FAIR LIVESTOCK SALE COMMITTEE RULES 2008

1.         Compliance:  Youth who wish to exhibit (and/or sell) market livestock at the Richland County Fair, must be in compliance with all Junior Fair, Senior Fair and Livestock Sale Committee rules.

 

2.         Nomination: All market livestock exhibitors shall complete a Nomination for Sale form.  All Nomination for Sale forms must be postmarked or received by the Extension Office (Extension Office only takes specific nominations) or Livestock Sale Committee Secretary by the stated member/advisor deadline date for each species.  Nomination for Sale forms received after the deadline will be considered late and returned to the exhibitor.  Late applications may be reviewed by the Livestock Sale Committee ONLY if the late applicant: a) makes an appeal in writing to the President of the Livestock Sale Committee and b) attends the next regular meeting of the committee to state their claim. Animal ownership/care dates will apply (Jr. Fair rule #15).

 

3.         Identification: All market livestock shall have the official identification as approved and administered by the Livestock Sale Committee. No other means of applied identification (including, but not limited to, tattoos, ear tags) will be permitted on any market livestock. The exception to this rule will be “Scrapies” tags for lambs and goats.  The Livestock Sale Committee will band all market poultry exhibits (using state ID bands) for proper identification of ownership.

Identification replacement: The exhibitor must contact the Extension office or Livestock Sale Committee immediately if their animal (s) loses its identification. Animals not having official identification will be ineligible to sell in the fair livestock sale.   There will be no tagging of animals at the fair when they are brought in for exhibit (exception Richland County Livestock Sale Committee Rule #14).  Once on the fairgrounds, the only replacement of ear tags will be those where evidence legitimately shows the animals lost ear tags en route to the county fair.  If the latter is not proved, the animals will be moved to the non-sale class.

 

4.         Weigh-in: Market goats, hogs, lambs, steers, and feeder calves will be weighed on Sunday (first day of                             the fair).  The times will be posted at the livestock scales. Market rabbits, turkeys, ducks and broilers will                            be weighed on Saturday (prior to first day of fair) from 9:00 a.m. to 8:00 p.m. See specific schedule for                               each species.   Market livestock will be weighed on a one pound break.  EXCEPTION:  Poultry and rabbits.

 

5.         Market Lambs:  All market lambs are to be slick shorn within one week of the county fair.  No unshorn market lambs will be weighed.  Blankets must be removed before weighing of market lambs.   Halters will be removed at the discretion of the weigh master.  Animals must be dry when weighed.

 

6.         Market Hogs:  Hog clipping will follow State Fair guidelines.  Hogs will be inspected by qualified outside individuals hired by the Livestock Sale Committee, whose determination will be final.  Hair must be ½ inch in length (clipping allowed only on ears and tail).  If a hog goes through the sale ring or to the buy bidder and is found (by the packer) to have been clipped, the exhibitor will be responsible for any additional costs charged to the Livestock Sale Committee.

 

7.         Chains or Halters:  No chains or halters will be allowed on market animals during weigh-in except market steers and feeder calves.  Steer halters may be removed at the discretion of the weigh master.

 

8.         Re-weighs:  There will be no re-weighs on market livestock; however, animals shown at the Ohio State Fair will be weighed on the morning immediately following the day of release at the Ohio State Fair at 9 a.m.  In the latter case, late arrival permission must be given by the Ohio State University Extension Office prior to the start of the fair.

 

9.         Eligibility:  All sale animals must be shown in the respective market class to be eligible for participation in the market livestock sale.

 

 

 

10.        Obligation to sell:  Each market livestock exhibitor will be obligated to sell one qualifying animal.  Each exhibitor will be permitted one sale; however, all champions must sell.    NO changes to Sale Authorization Forms will be accepted after the designated deadline set by the Livestock Sale Committee.  The designation of champion selection will be implemented by the Junior Fair Board (Junior Fair Rule #43 & 44).

 

11.     Sale Authorization Form: All exhibitors must fill out a Sale Authorization Form for each animal brought                             onto the fairgrounds following weigh-in.  Exhibitors must designate which animal will be sold at the                                     Livestock Sale and give the final destination for any other market livestock animals not being sold.  All                               champions must sell through the sale ring.  Champion livestock exhibitors will be responsible to make                                changes on their  Sale Authorization Forms at the Livestock Sale Office immediately following their division                       show.

 

12.        STILL IN EFFECT IN 2008:  Junior Fair Market Hogs will be tagged upon arriving at the fairgrounds. However, animal(s) must match official identification tool used at Nomination Deadline in May.  Otherwise, the animal(s) will be disqualified and will not be permitted to show/sell. 

 

13.        Terminal Hog Show: The Junior Fair Market Hog Show is a terminal show.  This means all market hogs that are unloaded at the fair must be slaughtered at the end of the fair.  This policy covers all market hogs, including underweight and overweight hogs and market hogs that do not go through the sale ring.  Market hogs will only be transported to slaughterhouses or buy-bidder by designated haulers (designated by the Livestock Sale Committee).

 

14.        Sick Animals:  Animals that become sick during the fair will be permitted to sell in the livestock sale upon approval of the veterinarian.  The Livestock Sale Committee reserves the right to secure the fair veterinarian to determine sickness.

 

15.        Animals with unhealed scars or swelling in the scrotum area will not be permitted to sell.

 

16.        Sale Order Determination:  Sale order will be designated by the Livestock Sale Committee and will be posted in barns, Jr. Fair Office and the Livestock Sale Office during fair week.

 

17.        Buy back Livestock:  Exhibitors, parents, advisors or their representatives ARE NOT to ask to buy livestock back from a buyer after the animal has gone through the sale ring for any purpose.

 

18.        Grand and Reserve Champions of market hogs, market lambs, market steers, dairy steers, dairy & boer goats sold through the livestock sale are terminal sales.  These animals must be harvested and evaluated by a packer chosen by the Livestock Sale Committee and the Senior Fair Board.

 

19.        Wings on all Champion poultry projects will be clipped prior to going through the sale ring.

 

20.        Market animal exhibitors are responsible for the care and feeding of their livestock until removed from the fairgrounds, although ownership may have been transferred at the time the animal is sold. 

 

21.        Thursday Sale:  Thursday sale animals will include:  turkeys, broilers, goats, ducks and rabbits.  Animals will not be released Thursday as in the past.  These animals must stay until Sunday, August 10 at  8 a.m.

 

22.        Saturday Sale:  Saturday sale animals will include:  market steers, feeder calves, hogs and lambs.  These species will be released on Sunday beginning at 8 a.m.

 

23.        The Livestock Sale Committee, Junior Fair Board, Junior Fair Board Advisory Committees and the Agricultural Society will not be responsible for any entry being lost, damaged or stolen.

 

24.        The Livestock Sale Committee will not be responsible for accidents.

 
25.        Thank you notes:  Exhibitors selling their animal (s) at the Junior Fair Livestock Sale must send a "thank you" note to the buyer (s).  This "thank you" note should be delivered to the Junior Fair Office or the Extension Office in a stamped, sealed and addressed envelope promptly (no later than September 1).  After that deadline, advisors will be notified of exhibitors who have not turned in their thank you’s.  Once received, checks should be cashed promptly.  Checks will be void in 60 days from date of issuance.  A $5 deduction will be charged for re-issuing VOIDED checks.

 

26.        Complaints:  Complaints regarding infractions of the Junior Fair Livestock Sale Committee Rules must be submitted in writing to the Secretary of the Livestock Sale Committee.  Issues will be addressed and voted on using the following grievance procedure order:  1) Livestock Sale Committee, 2) Junior Fair Board, 3) Senior Fair Board. 

 

27.        Buy-bidder:  The Livestock Sale Committee will attempt to provide a buy-bidder for all market livestock brought to the fair.  If no successful bidder is achieved, the Livestock Sale Committee will determine the buy-bid price for that species.
